of different sides, including top lobbyists for the national rifle association, the nra. the organization coming away none too pleased with the administration as jim accost to reports. the vice president mentioned some specific recommendations emerging from groups meeting so far. what are they? >> well, number one, anderson, he mentioned it right there at a news conference of sorts with reporters. the reporters weren't allowed to ask questions, but the vice president did give a briefing as to what was going on today. he said that they're going to be looking at universal background checks, and that would sort of replace the system we have now, sort of a hodgepodge system where at gun dealers there are background checks that are conducted but at gun shows there are not. he's talking about universal background checks. even private sales, if i were to sell you a gun, there would have to be a background check, according to what the vice president was laying out earlier today. the other thing he talked about was some sort of ban or limitation on the high capacity magazines sort of like the maga

congress is going to do. but it is an interesting moment that the nra is being brought to the table. that should be an encouraging sign that -- around that table there's going to be a nice balance of opinion. >> right. different voices. it's interesting, the nra claims $4.4 million was spent on congressional lobbying. the brady campaign spent $5,800. so there is a disparity in terms of the amount spent lobbying. but they all need to be around that table. there should be a happy medium. i think everyone agrees that the second amendment is there for a purpose, but let's reach a consensus on this. >> absolutely. there's no way you can have a healthy, balanced gun control debate without the nra at the table. they represent a significant part of the country. but that stat that mark kelly shared, 85% of kids killed in the world happen here in the u.s. killed by guns. i knew it was bad, but i didn't know it was that bad. >> staggering and sobering. >>> the suspected aurora theater gunman james holmes acted bizarrely in the moments after the shooting, according to detectives who questioned

the nra and even harry reid questions whether it can pass congress. how hard would you push for assault weapons ban, and if one cannot pass congress, what other measures would need to be included in a broad package in order to probe of gun violence successfully. >> the vice-president and a number of members of my cabinet went through a very thorough process over the past month, meeting with a lot of stakeholders, including the nra. listened to proposals from all quarters, and they have presented me now with a list of sensible, common-sense steps that can be taken to make sure the violence we saw a new town does not happen again. i will meet with the vice- president today. i expect to have a fuller presentation later in the week to give people some specifics about what i think we need to do. my starting point is not to worry about the politics. my starting point is to focus on what makes sense, what works. what should we be doing to make sure that our children are safe, that we are reducing the incidence of gun violence? i think we can do that in a sensible way that comports with the sec

of the nra issues a fundraising letter saying this. i warned you this day was coming and now it's here. it's not about protecting your children. it's not about stopping crime. it's about banning your guns, period. so what are we seeing here? a real political campaign. >> on the one side you have the grassroots organization that the obama for america team use. now, they can't coordinate with the white house, wolf, on this, but they are using all of their apparatus to get out their grass root supporters because what they are trying to do is mobilize voters in much the same way that the nra has done over the years, which w want something done. on the other side is the nra, which has a huge grassroots organization. they are trying to mobilize their own voters. you saw that e-mail. we spoke yesterday about this provocative ad talking about the president's children are protected by people who bear arms. so you can be sure that the nra is going to continue to be just as aggressive as the obama supporters on all of this. >> you know, the reaction from republicans to what the president did yesterda
around this table. you should know that tomorrow i have also invited the gun owners and the nra to come and make their case, as well. >> well, to help us set the stage through all of this i want to bring in jeffrey toobin. the gun lobby says this is all about the second amendment. where is the legal line between the so-called individual right to bear arms and government responsibility to look after people? >> well, michael, i am going to give you a ringing i'm not sure to that answer because the supreme court has not really classified th clarified this. in 2008 the supreme court said there is a constitutional right under the second amendment to possess a hand gun in your home for self protection. how does that apply to larger weapons? how does it apply to weapons outside the home? how does it apply to background checks for the purchase of weapons? these are legal questions that remain open now. it is probably true that assault weapon bands would have no problems constitutionally. because the supreme court has really changed the understanding of the second amendment and people can read i
